He also updates the progress of Polkadot program. According to the tweets, validators currently can change commission at will. There is an ongoing discussion on restricting commission changes. In addition, discussion for a new Treasury Proposal has been started, which is focusing on Elara 0.2, infrastructure for Substrate-based chains by Patract Labs.
