Seven Democratic U.S. senators have also voiced opposition to a revised version of the CLARITY Act that adds ethics rules for public officials, increasing uncertainty over whether the bill can pass before the August recess, according to BeInCrypto. Sens. Catherine Cortez Masto, Angela Alsobrooks, Cory Booker, Ruben Gallego, John Hickenlooper, Mark Warner and Raphael Warnock said the bill still needs stronger provisions on consumer protection, illicit finance prevention and market integrity, not just ethics rules. Banking industry groups also said deposit risks remain a concern and argued the revised bill could still curb regional lending. Compared with the draft released in May, the revised version newly adds ethics rules restricting public officials from issuing or endorsing cryptocurrencies, as well as law enforcement provisions allowing the seizure of stablecoins. It keeps the existing framework under which the SEC and CFTC share oversight of cryptocurrencies.

South Korean financial authorities are reviewing a plan to separate and regulate digital asset custody, or safekeeping, as an independent business area in line with the opening of the digital asset market to corporations. Kim Sung-jin, head of the virtual asset division at South Korea’s Financial Services Commission, said at a conference held at the National Assembly today that smooth trading cannot take place unless the safe storage and management of digital assets is ensured, according to The Asia Business Daily. Bitcoin inflows to Binance have continued, but outflows have remained at a similar scale and investors appear to be shifting toward long-term holding, on-chain analyst Xwin Research Japan said. Xwin Research Japan said large BTC deposits are generally interpreted as a sign of selling pressure, but net inflow data, which reflects both deposits and withdrawals, should also be considered when assessing market direction. Recently, even as BTC deposits to Binance have continued, withdrawals have offset most of them, suggesting incoming supply is either being absorbed by the market or moved back into long-term storage wallets. Xwin Research Japan said this indicates investors are using Binance as a source of liquidity while continuing to reduce exchange-held balances. In the short term, higher deposits could bring volatility, but overall selling pressure does not appear likely to persist. The analyst added that Binance flow data should be monitored alongside ETF fund flows, exchange reserves and stablecoin liquidity to judge whether the market is in an accumulation phase or a selling phase.
