Solana applied a mainnet upgrade at 1:00 a.m. UTC on Sept. 15 that increased the maximum transaction size to 4,096 bytes from 1,232 bytes, Cointelegraph reported. The change allows more complex operations, such as zero-knowledge proofs and multisignature functions, to be handled in a single transaction. Compatibility with existing transactions remains intact, but protocols seeking to use the expanded capacity must update to the newly introduced v1 transaction format.

Bitcoin has moved out of its bottom range and is entering a full-fledged upward rally, according to crypto analyst CW. CW said long-term holder SOPR, an indicator showing whether holders sold BTC at a profit, has recently turned higher and moved above one. That suggests the market has shifted from a bearish phase to a neutral state, with a more sustained uptrend now beginning. CW added long-term holder SOPR has not reached six in this cycle. In past cycles, market tops formed around that level, meaning broad profit-taking by long-term holders has yet to emerge this time. In cycle terms, CW said, the rally in its truest sense had not even started until now. CW also said Bitcoin's move so far had been a preparation phase for a larger rally. Long-term holders' BTC balances are at record levels, and accumulation continued until recently, CW said.

U.S. Republican Senator Cynthia Lummis, a prominent crypto supporter, said the CLARITY Act would allow U.S. banks to directly buy and hold cryptocurrencies including Bitcoin if it passes, CoinGape reported. In an interview with Bloomberg Crypto on Sept. 15, Lummis said BTC would rise sharply if the bill is approved and argued that allowing banks to hold crypto could drive large-scale capital inflows. Section 401 of the CLARITY Act includes provisions allowing U.S. banks to directly buy and sell cryptocurrencies, according to the report. Meanwhile, the U.S. Senate is set to hold a cloture vote on Sept. 15 to decide whether to advance the bill to floor consideration, and with Republicans holding 53 seats, at least seven Democratic senators would need to vote in favor to reach the 60 votes required for passage, the outlet said.

In May last year, RedotPay suspended new physical card issuance for South Korean users before resuming it a few months later.

South Korea’s Fair Trade Commission sees no conflict between limits on equity ownership in digital asset exchanges and the Fair Trade Act, Digital Asset reported. According to material the National Assembly Research Service submitted today to the office of Democratic Party lawmaker Park Min-gyu, the commission said the Fair Trade Act is designed to align ownership and responsibility within holding company structures, while ownership caps on digital asset exchanges aim to ensure fairness through dispersed ownership given the industry’s characteristics, making it difficult to view the two as being in legal conflict.

South Korean lawmaker Kang Jun-hyun of the Democratic Party said the delay in legislation for a basic law on digital assets has effectively been narrowed to a single issue: a provision limiting major shareholders’ stakes in crypto exchanges, Maeil Business Newspaper reported. In an interview with the outlet, Kang said the ownership cap, which he described as the main reason for the legislative delay, should be handled separately from the basic law. Kang said the issue resurfaced late in the process without sufficient public debate, sending two years of discussions back to square one. Kang added that if legislation is being blocked over the ownership cap alone, the basic law should be enacted first and the stake limit could be supplemented later through a social consensus, whether at 20% or 30%.

South Korean Democratic Party lawmaker Kang Jun-hyun said gains from virtual assets should be taxed under the principle that income, whether from stocks or cryptocurrencies, should be subject to taxation, according to an interview with Maeil Business Newspaper. Kang added that, because tax reform is a sensitive issue, sufficient social consensus and advance communication are needed, taking into account concerns that the market could contract. Kang has been deeply involved in discussions on enacting a basic law on digital assets while serving as the ruling party’s secretary on the National Policy Committee in the National Assembly and as a member of the Democratic Party’s digital asset task force.

Zhao pointed to CoinEx’s guarantee that users can withdraw their assets, and said some exchanges that closed during the recent crypto downturn at least allowed users to withdraw funds, unlike QuadrigaCX, a Canadian crypto exchange that went bankrupt in 2019 and left customer funds trapped.

Bitcoin short-term holders have remained in profit for about a month, forming a pattern seen near the end of past bear markets, CryptoQuant contributor Darkfost said on X. Darkfost said unrealized profits on BTC held by short-term holders are estimated at about $168 billion, while unrealized losses stand at slightly above $100 billion. In January, short-term holders briefly returned to profit but failed to hold those gains for more than a week, while in May more supply remained underwater. During the 2022-2023 bear market, the market trend reversed after short-term holders stayed in profit for a sustained period, Darkfost added. If BTC holds current levels and stabilizes above $80,000, the pattern could become a key indicator for judging whether the bear market has ended.
