Bitcoin’s roadmap to address potential threats from quantum computing is taking shape around Pay to Merkle Root (P2MR) and SHRINCS, according to Woo Blockchain. BIP-360, which is currently in draft form, aims to introduce Pay to Merkle Root (P2MR) to reduce the risk of public keys remaining exposed for long periods. It also provides a foundation for a future shift to signature methods that can respond to quantum computing threats. Blockstream Research’s SHRINCS is a SHA-256-based hash signature scheme designed to work alongside that upgrade path. The goal is to allow users to move funds before quantum computers capable of posing a practical threat to cryptographic systems emerge.

Galaxy Digital CEO Michael Novogratz said if the U.S. Clarity Act fails to make progress, crypto regulation in the United States could face a prolonged delay and, in the worst case, effectively collapse. In a post on X, Novogratz said such an outcome would be a major negative for the United States and could further accelerate the shift of crypto companies and the industry overseas. He added that the digital and blockchain revolution would continue regardless, and said the U.S. SEC and CFTC could still spend the next two years putting related rules in place and creating conditions for companies to launch businesses, but long-term regulatory uncertainty would remain. Novogratz also said bipartisan senators should look beyond immediate interests and consider the broader direction of the crypto industry.

Republican Sen. Cynthia Lummis, who has led U.S. Senate crypto legislation efforts, said negotiations have reached their limit as Democrats continue to demand additional revisions, according to CoinDesk. Ahead of a scheduled Senate procedural vote on the CLARITY Act, a digital asset market bill, Lummis said Republicans submitted a final compromise that reflected more than 110 Democratic requests and tighter ethics provisions related to President Donald Trump, but Democrats were still seeking further concessions. With uncertainty over whether the bill can secure the 60 votes needed to advance in the Senate, Lummis said no further concessions were possible and urged Democrats to take part in the vote. If passed, the bill would clarify regulatory lines between the U.S. SEC and CFTC, while a failure would leave regulatory uncertainty in place for the time being.
